Joan Flig served the New York City public schools for over 33
years as a teacher and administrator prior to her retirement in
2008. She holds a Master’s degree in School Administration and
Supervision from Touro College and a Master’s degree in Literacy
from Lehman College of the City University of New York as well
as a Bachelor’s degree in education from Brooklyn College of the
City University of New York,
Ms. Flig retired as the Deputy Executive Director of Content
Assessment Support and Summative Assessments for the NYC
Department of Education Office of Accountability where she
supervised the test administration and scoring of all NYC and
NYS K-12 assessments, including the hand scoring of over two
million NYS Grade 3-8 ELA and Math open ended tests. She
simultaneously acted as the Manager of Test Administration and
Scanning overseeing the scanning of three million NYC and NYS
test documents.
The Office of Accountability is responsible for facilitating the
improvement of student achievement for the 1.1 million students
in the New York City public schools by the institution and
maintenance of accountability systems for all members of the New
York City public school community. Working with the Executive
Director, Ms. Flig was responsible for planning, implementing,
and coordinating the development of system-wide research,
evaluation, planning, and accountability studies for the New
York City public schools, and for communicating the results of
these studies to the Chancellor and other constituencies.
Ms. Flig was first a middle school literacy teacher, then an
administrator in Community School District 27 Queens as Director
of Assessment and served on the District Curriculum Committee
and the District Literacy Team.
Her background in assessment, literacy, and her practical
classroom experience, has helped Ms. Flig assist administration,
parents and students in the educational community. Ms. Flig has
also served on several state and city commissions most recently
as a member of the New York State Grade 3-8 Assessment Advisory
Panel and the NYS Alternate Assessment Advisory Committee.
She is presently an Assessment Consultant at the New York City
Center for Charter School Excellence where her responsibilities
include the supervision of the scoring site for the rating of
25,000 NYS ELA and Math constructed response test booklets.
