Companies such as Gallup, Simmons and Young & Rubicam, who outsource the data capture and analysis of their market research projects to OSC, rely on our highly trained Service Bureau staff to expedite the most complex projects quickly, accurately and on time. With multiple scanners, processing computers and data entry terminals that can be operated around the clock, the OSC Service Bureau can handle virtually any size project. In fact, Young & Rubicam has entrusted its Brand Asset Valuator (BAV), a study conducted in over forty countries worldwide with over 350 consumers, to the OSC Service Bureau for over seven years. SERVICE BUREAU – Processing a project – step by step


  • An electronic template is created using a blank form provided by the client. This template is used by FACTS to capture live data from completed forms.
  • The template defines all the data fields to be captured.
  • The template setup is reviewed to ensure that all fields being captured are defined with the correct processing rules. A test batch of capture data is sent to the client for final approval.


  • Boxes are received. Damages that have occurred during shipment are recorded and the client is notified.
  • Photographs are taken in order to document the damages.


  • Envelopes/surveys are opened, unfolded, cut, de-stapled, sorted and batched


  • After preparation by the mailroom, forms/surveys/ballots are scanned. OSC scanners can scan up to 220 pages a minute at 200 dpi. Forms can be scanned black and white, grayscale or in color depending upon client requirements, survey type and processing needs.


  • Scanned images are then processed.
  • Data not captured at established confidences is flagged to be sent to an operator.
  • Data read at or above confidence is saved for later merging with manually entered data.

The Data Entry operator is automatically presented with questionable data on-screen. Using heads up data entry, the operator enters the data highlighted on the presented images.

Verification may be performed on all or some portions of the entered data at variable percentages. Verifying is a fast and efficient step. Entry errors are found and corrected, reassuring the accuracy of the data.

The captured / keyed data is then finalized. In this step all data is merged into one of many selecteable output formats, such as:

  • IBM 360 Binary
  • IBM 1130 Binary
  • PC Binary
  • Quantum ASCII
  • Delimited (comma, pipe, etc.)
  • XML
  • Custom

The quality control team assures the accuracy of the data. They check all aspects of the job from prepping to the final delivery of data.

Data is tabulated by OSC personnel. Upon completion, the data is delivered via one or more different methods: email, FTP, CD, DVD, web services, etc.
